AAP at Loggerheads with the Center over the Delhi Municipal Corporation Bill 

The Delhi Municipal Corporation (Amendment) Bill, 2022 was passed by the Parliament recently with Rajya Sabha giving its approval through voice votes. It is an attempt to merge all three municipal corporations present in Delhi into one entity. While the union home minister, Amit Shah, claimed that the bill will improve the management of these municipal corporations, the AAP Chief viewed this as a move to delay the elections. Here are the excerpts of how things shaped up leading to the bill. 

The basic tenets of the Delhi Municipal Corporation (Amendment) Bill, 2022 

This bill tries to merge all three municipal corporations present in Delhi into one entity by amending the previously functional Delhi Municipal Corporation Act, 1957. Delhi Legislative Assembly amended this Act in 2011 to divide the erstwhile Delhi Municipal Corporation into North, South, and East Delhi Municipal Corporation. The new bill was passed by the Lok Sabha on 30th March. 

The ‘step-motherly’ behavior towards the three other civic bodies 

Amit Shah claims that the bill aimed at merging all the municipal corporations of Delhi into one entity was passed because the Delhi government, led by the Aam Aadmi Party (AAP), was giving a stepmother-like treatment to those three civic bodies. As he introduced the new bill in the parliament for consideration and passage, Shah claimed that this treatment is affecting the proper functioning of those three municipal corporations. 

Shah added that the Parliament is well within its rights to frame the laws for Delhi. Hence, there is no reason to think that this new bill is trying to attack the federal structure. Furthermore, the home minister emphasized on the need to get the three municipal corporations together as one well-equipped and integrated entity to make sure that there is a strong mechanism to synergize and strategically plan the optimal use of resources. 

Aam Aadmi Party (AAP) alleges about the real intentions behind the bill 

The AAP has some serious doubts regarding the true intention behind passing the bill. As per AAP national convenor and Delhi chief minister Arvind Kejriwal, BJP is trying to delay the polls of the civic body because it is scared of losing the election. Shah replied to these allegations by saying that his party has no arrogance of winning or fear of losing. 

Kejriwal further added that his party will simply quit politics if the elections to the civic body are not held right on time and the BJP wins the polls. He said that if the Bharatiya Janata Party postpones the elections because it is afraid of losing power in Delhi Municipal Corporation, their actions are nothing short of muzzling people’s opinions and voices. 

He challenged the BJP party to conduct the MCD polls right on time. Kejriwal threatened to quit politics if the polls are held right on time and the BJP still manages to win. He vehemently opposed the Delhi Municipal Corporation (Amendment) Bill, 2022 because he claims that it curbs the rights of the people and obstructs the democratic process.
